Penang Draws Fresh Capital as Firms Diversify Beyond China: Penang Chip Assembly Expansion Momentum

Published on: Oct 24, 2026 | Author: Marketing & Communications

Fresh capital is flowing into Penang’s industrial base as global firms look to reduce concentration risk and diversify supply chains beyond China. In Q1 2026, Penang secured RM4.9 billion in approved manufacturing investments, according to The Edge Malaysia citing MIDA data. The approvals matter because they signal projects that can translate into new builds, hiring, and local supplier demand over the next 12 to 36 months. For the Penang chip ecosystem, that pipeline supports ongoing capacity additions across assembly, testing, and adjacent equipment and services, even as companies recalibrate footprints around geopolitical tensions.

The mix of capital also shows why multinationals continue to treat the state as a regional base. Of the RM4.9 billion approved in Q1 2026, about RM3.4 billion, or 70%, was Foreign Direct Investment, while roughly RM1.5 billion, or 30%, came from domestic investors. Sector priorities reinforce Penang’s electronics-led profile: electrical and electronics (E&E) together with machinery and equipment accounted for RM3.6 billion, or 74%, of total approved manufacturing investments in that quarter. This concentration helps explain why assembly and test and their supporting supply chains remain central to near-term expansion plans.

From Assembly Strength to a Bigger Slice of Value

Penang’s policy narrative is shifting from doing more of the same to capturing more value before chips reach the factory floor. Under the Draft Penang State Structure Plan 2040, the state aims to build on established strengths in semiconductor assembly and testing and move into chip design, system architecture, and prototype development, with an ambition of becoming a leading semiconductor design hub in ASEAN by 2040. The Silicon Design @5km+ initiative clusters IC design companies, training, and supporting infrastructure around Bayan Lepas. It was projected at RM120 million over five years, with the Penang government committing RM60 million, and the IC Design and Digital Park was described as eventually providing about 1 million sq ft of space.

Early signals suggest the upstream push is gaining traction alongside the factory base. Penang said in July 2025 that more than 45 local and international IC-design companies were operating in the state, up from 20-plus when the design park was announced in 2024. In parallel, the export engine remains powerful. Chief minister Chow Kon Yeow said Penang recorded more than RM350 billion in E&E exports in the first half of 2026, up more than 80% from the year-ago period, and that Penang consistently accounts for more than 60% of Malaysia’s E&E exports. That scale helps create demand for advanced engineering, packaging, and design support functions in the same ecosystem.

Company and supplier behavior reflects a market that has been expanding for years, accelerated by diversification moves and surging demand tied to AI hardware. The Straits Times reported that many firms in Penang’s industrial parks have poured in cash and taken on debt to boost capacity since 2018, with the expansion beginning during trade tensions that prompted companies to diversify supply chains away from China. It also noted that Unisem grew its AI and data-centre business from a single-digit share of sales before 2024 to nearly one-fifth today, and that UWC had to train and support smaller suppliers in Penang to meet rising demand. In this context, Penang Chip Assembly Expansion is increasingly linked to a broader value-chain climb into advanced packaging and design-led capabilities.
